The online Governance Evaluation Checklist is designed to help charities and Institutions of a Public Character (IPCs) self-evaluate the extent they have complied with essential guidelines in the Code of Governance for Charities and IPCs (Code) launched by the Charity Council. It is also a platform for charities and IPCs to demonstrate their accountability and transparency to stakeholders and the general public.

The Checklist covers only the key principles and guidelines in the Code. Charities / IPCs should refer to the Code and consider all applicable principles and guidelines.

The Board should take the opportunity to review the governance practices in their charity / IPC and ensure or work towards compliance with the Code guidelines. If a charity / IPC is unable to comply with a particular checklist item and corresponding guideline, the governing Board should explain the reasons and alternative checks and balances in place to address non-compliance.

After discussing and obtaining endorsement from its governing Board, a charity / IPC representative designated by the Board will log onto the web-based system to report whether the charity / IPC has implemented the essential Code guidelines i.e. by indicating “Complied”, “Not Complied” or “Not Applicable” for each checklist item.

In line with the spirit of promoting self-regulation in the charity sector, the full responsibility for providing accurate and updated checklist information rests with the respective Boards.

The refined Code of Governance for Charities and IPCs was released in January 2011 and an updated online Governance Evaluation Checklist will be effective from 1 April 2011. Moving forward, charities / IPCs are required to submit the checklist within six months after the end of their respective financial years. E.g. if the charity / IPC’s financial year ends on 30 April, they have to submit the checklist by 31 October annually.

Note: From 1 April 2011, the previous Governance Evaluation Checklist for the assessment period 1 April 2010 to 31 March 2011 can no longer be updated. Interpretation of Code Compliance
 
The information from the checklist should be read with other information (i.e. website or annual report) of the respective charities and IPCs for a more complete understanding of the organisations.
 
The compliance of Code guidelines should also be read in the context of the charity's size, IPC status, scale of operations and years of establishment. For example, smaller or newly established charities may not be able to comply with certain guidelines because they are in the process of working towards them. Hence, their compliance may be lower than larger charities. Public stakeholders should also consider the explanations provided by charities or IPCs for non-compliance with particular Code guidelines as they may have alternative checks and balances in place.
 
 
Disclosure Requirement
 
All charities and IPCs are required to submit their extent of compliance with the Code to their respective Sector Administrators via the online evaluation checklist.All IPCs are required to publicly disclose their extent of compliance. In addition, all IPCs have to include such disclosure in their annual reports for financial years ending 31 March 2009 and thereafter.
 
Non-IPC charities may choose to voluntarily disclose their checklists to the public.
 
Charities and IPCs are required to submit their checklists within 6 months after the end of their financial year.

Reminder:
Please ensure the following before submitting your online Governance Evaluation Checklist:
 
1) Personnel submitting the Evaluation Checklist should have obtained a valid SingPass and has been granted access* to transact with the Charity Portal.
   (*All governing Board members should already have portal access. Otherwise, please contact your respective Sector Administrator (SA) to have your access created.)
 
2) Download and print a sample evaluation checklist.
 
3) Obtain Board's endorsement of the completed checklist and authorisation to submit the checklist.
