As Deputy Secretary (Services) in the Ministry of Education (MOE), James oversees all human resource and finance functions, infrastructural development, IT services, emergency and crisis management, and also drives various workplace and organizational transformation initiatives. Prior to his current appointment, James served as the Deputy Secretary in the Ministry of Transport (June 2018 to July 2023) where he oversaw Land Transport policies and Corporate Development functions. He was the Deputy Secretary of the Public Service Division, Prime Minister’s Office and Secretary, Public Service Commission from October 2009 to May 2018. James has also held positions at the Ministry of Health and the then Ministry of Labour as part of his public sector career which started in 1995. James graduated from University of Cambridge, with a Bachelor of Arts in Natural Sciences (Chemistry) in 1993. In 2006, he obtained an MSc in Management (The Stanford Sloan Program) from Stanford University.
James is a Chartered Fellow of the Chartered Institute of Personnel and Development. He is also a certified coach with the Institute of Executive Coaching and Leadership.
James has served as a member on the boards of the Maritime and Port Authority of Singapore, Singapore Workforce Development Agency, Land Transport Authority and SG HSR Pte Ltd.
James is currently a Member of NIE Council and Charity Council.
