Shared Services Initiative for Charities

With the aim to professionalise the charity sector, the Commissioner of Charities has partnered with various organisations to set up shared services to strengthen charities’ regulatory compliance and efficiency of their back-end operations. These organisations have come together to provide guidance on various areas such as electronic regulatory submissions, governance-related matters, talent management and digitalisation through consultation clinics, training sessions and webinars.

Please find the list of current shared services partners and their services (at low or no cost) below. Your charity may contact these partners directly to find out more.

Centre for Non-Profit Leadership (part of the National Volunteer & Philanthropy Centre)

Provides board advisory services on how charities can strengthen capability & capacity through board renewal & succession planning, and how charities can enhance their leadership and board effectiveness. Charities will be able to sign up for CNPL’s BoardMatch Programme, designed to identify and place committed and highly qualified professionals on the Boards.

Chartered Secretaries Institute of Singapore (CSIS)

Provides free training sessions and walk-in consultation clinics on the annual submission for charities and governance-related matters.

Hindu Endowments Board (HEB)

Provides assistance to the Hindu charities on regulatory and governance matters. HEB will also be making available a list of lawyers and consultants, as well as funding sources, to aid Hindu charities in their awareness of possible sources of help.

Provides charities with guidance and training on finance and relevant accounting standards.

Singapore University of Social Sciences (SUSS)

Provides a structured training curriculum (co-developed with COC) to help charity representatives acquire knowledge and skills in areas such as governance & fundraising, leadership and volunteer management.

Launched in August 2019, the Certificate in High Performing Charities is designed for management in the charities sector. This Course introduces the requirements of charity organisation in Singapore and enables participants to acquire knowledge and tools to drive positive social change effectively.
