| Mr Lim Shung Yar is Chief Executive Officer of National Council of Social Service. Prior to this, he served in the Public Service Division (PSD) as Senior Director overseeing leadership development, talent management and HR Policy for the Public Service. His career spans key roles in the Ministry of Culture, Community and Youth (MCCY) and Ministry of Education (MOE).
At PSD, he spearheaded the Public Service's transition to Competency-Driven Growth, enhanced talent attraction and retention strategies, and transformed leadership development initiatives. In MCCY, he fostered partnerships with religious and community organisations to strengthen social cohesion, collaborated with stakeholders to develop Giving.sg, and supported corporate giving initiatives. He also assisted the Minister-in-charge of Muslim Affairs in areas of importance to the Malay/Muslim community, including early childhood education, family strengthening, and ex-offender support programmes.
Shung Yar currently serves on the National Parks Board and previously held board positions at Temasek Polytechnic, Singapore Chinese Cultural Centre and Singapore Kindness Movement.
He has a Bachelor’s degree in Electrical and Electronic Engineering from Imperial College London, and Master’s degrees from MIT, in Technology and Policy, and NUS Lee Kuan Yew School of Public Policy, in Public Management.
