The Charities Unit, also known as the office of the Commissioner of Charities (COC), was set up on 1 July 2006, as part of the Inland Revenue Authority of Singapore (IRAS).
Following the recommendations of the Inter-Ministry Committee (IMC) on the Regulation of Charities and Institutions of a Public Character (IPCs), the Charities Unit was officially transferred to the Ministry of Community Development, Youth and Sports (MCYS) on 1 September 2006.
The division came under the purview of the Ministry of Culture, Community and Youth (MCCY) when it was formed on 1 November 2012.
Charities Unit's vision is to develop a well-governed and thriving charity sector with strong public support. To achieve our visions, we adopt the following strategies :
Promote good governance and best practices amongst charities and Institutions of a Public Character(IPCs)
Ensure regulatory relevance and compliance
Be a proactive charity advisory
Our work includes:
Undertaking enforcement action on errant charities
Conducting field visits and audits on charities and IPCs
Providing secretariat support to the Charity Council to promote good governance and best practices in the charity sector
Developing and reviewing policies and guidances to develop the charity sector
Charities Unit also maintains the Charity Portal.
